With the earlier loan signing of John Oster from Sunderland, the signing of Hughes brings to an end player-manager Paul Groves search for midfield players.
"He is a tall lad, strong on the ball and he likes to play central position," Groves said.
"When you look at his career so far he has a good pedigree and he is still only 23.
"He is a very talented midfielder and we are delighted to have secured his services for a month.
"He played against us earlier this season for Portsmouth when they won here in August and had a good game. We have kept an eye on him since then and made our move this week."
