Groves is desperate to add to his squad ahead of the Hartlepool and Swindon games but was knocked back by two, unnamed, players over the course of the week.
A loan deal is still in the pipeline but it looks unlikely to be put through in time for the Hartlepool game.
Groves told Mariners Net of his obvious disappointment.
"This week we’ve had two 'permanents’ fall down, for different reasons, that’s disappointing and frustrating from the way things looked last week with them, but that’s part and parcel of it.
"We’ve got a loan that’s a possibility, but we’re waiting on an answer so we’ll see what develops with that. We hope we can get him in before the Hartlepool game but, again, we’re at the mercy of the player and his decision."
